CDC Site Selection Hacks

What are the main elements you need to know when locating potential development sites that are CDC compliant?

Let’s face it – anything you can do to avoid having to do a DA is a huge bonus, right?! And CDC is the fast-track pathway to development approvals.

It’s important to be able to analyse a site diligently otherwise you may walk away from a site and not realise it's true potential - or vice versa!

BUT, if you don’t know what to look for you might be:

- Too scared to pay for the site it's true value and lose the deal, or
- Pay too much for the site because you missed a critical control!

Astoria Developments - Jo Cern
Growing up in Bucharest, Romania, Jo's love for Australia began when she was 10 years old. Armed with Computer Science and Economics qualifications, she arrived in Sydney in 2000 securing employment as an Accountant and IT Systems Manager. After reading Robert Kiyosaki's "Rich Dad, Poor Dad" her dream of getting into property was born.
Jo & husband Bob fell into property development circa 2014 building a duplex in Concord on land they initially wanted to build their dream home, then buying another house and completely renovating it to become their home. Since then, they have built another duplex in Concord and Ariana, their Kingsgrove duplex is their 4th development project and most complex to date. Jo's 5th project is a luxury triplex in Concord which will be completed in February 2024.

Are you confused about when you can & can't use CDC? Particularly when part of your property is in a flood zone?

Jo Cern was able to rescind an existing DA on her development site and get a new design approved via CDC, allowing her to gain over 60sqm of internal space and a much better design and flow! Winning!

However, there were stormy seas for Jo to cross before she completed this project:

- Significant delays (9 months) with 2021 Covid lockdown & endless La Nina rains
- Stormwater Engineer deemed whole property be classified in flood zone
- OSD tanks the size of small swimming pools!
- Driveways built on piers
- Unprofessional private lender
- Inability to claim liquidated damages due to contract clauses
- Refinancing prior to getting an Occupation Certificate!
- Council delays to registering the Positive Covenant for OSD tanks
- Private Certifier refusing to grant Interim Occupation Certificate without Positive Covenant!
- Geotechnical Engineer mandating Structural Engineer redesign right at the last minute!
