Bushfire Overlays Exposed! (Nobelius Land Surveyors) + Dual Oc Townhouses (Shane Malhotra)
Bringing together the collective knowledge & experience of your local community to assist you in progressing on your Property Development journey.
Julie Bowyer & Ben Nobelius
Ben Nobelius. Having completed his university studies in 2007 and becoming a registered licensed surveyor in 2011, Ben Nobelius has had an active involvement in the survey industry since he can remember whether it be family weekend survey jobs, part time work while studying all the way through to taking over the family business. Ben’s main skill is in delivering all of the necessary survey needs for large residential estates and he has helped the business grow and diversify its cadastral skills and projects since taking over.

Julie Bowyer. Julie's career pivot ten years ago saw her move from a 25 year career as a Photojournalist into Town Planning working with local Council as a Statutory Planner and working with fire-effected residence in the aftermath of the 2019 Bunyip Complex Bushfire. This sparked a keen interest in risk mitigation planning. Julie's Masters thesis with RMIT was based on a holistic approach to identifying vulnerable communities to better prepare and protect them from the impacts of Bushfire. Julie is currently the Senior Town Planner with Nobelius Land Surveyors and provides all bushfire assessments to their clientele. Julie is a keen advocate for balancing the needs of a growing community with the protection of valued amenity and mitigating environmental risks.

Bushfire Overlays Exposed! (Julie Bowyer & Ben Nobelius - Nobelius Land Surveyors)

Think your project’s safe from bushfire regs? Think again.

If your site falls within a Bushfire Prone Area (BPA) and let’s face it, most rural and fringe areas in Victoria do then you’re already on the hook for extra planning requirements. But if you’re in a Bushfire Management Overlay (BMO), the rules get even tougher. We’re talking stricter controls, more documentation, and higher construction costs.

Miss a step on your BAL (Bushfire Attack Level) assessment, submit the wrong bushfire plan, or fail to factor in the surrounding hazard landscape, and your permit could get knocked back, sending your timelines and budget up in smoke.

This month, we will be joined by 𝗝𝘂𝗹𝗶𝗲 𝗕𝗼𝘄𝘆𝗲𝗿 and 𝗕𝗲𝗻 𝗡𝗼𝗯𝗲𝗹𝗶𝘂𝘀, from 𝗡𝗼𝗯𝗲𝗹𝗶𝘂𝘀 𝗟𝗮𝗻𝗱 𝗦𝘂𝗿𝘃𝗲𝘆𝗼𝗿𝘀, who offer land development services are a leading authority in bushfire planning in Victoria. With their bushfire accreditation and experience, they will provide clear guidance on the requirements for compliance, covering site inspections, hazard assessments, BAL certificates, and the preparation of comprehensive Bushfire Management Plans that fulfill all relevant planning criteria.

Whether you’re doing a simple subdivision or a multi-dwelling project, you’ll learn how to:

 ·    Identify if your site triggers BPA or BMO requirements
 ·    Understand the key documents you need for council approval
 ·    Get the right BAL rating without over-engineering your build
 ·    Avoid costly delays and planning refusals
 ·    Stay compliant and keep your project moving

Don’t let bushfire overlays burn your bottom line. Come along and find out how to build smarter, stay compliant, and reduce your risk all without the overwhelm.

'Real Deal' Presentation
Dual Oc (Shane Malhotra)

625m2, GZ, Seaford , Victoria

Ever dreamt of delivering a development that turns heads, sells itself, and leaves a legacy only to be bogged down by cost blowouts, design compromises, or the never-ending battle between innovation and practicality? The truth is that too many projects end up being just another block of bricks in a crowded market. They tick the boxes but fail to inspire, under-deliver for buyers, and miss the chance to create something truly remarkable.

That’s where Shane Malhotra stands apart. Starting his career as a Registered Structural and Civil Engineer, Shane took his technical expertise and applied it to property development with one clear mission: transform spaces in ways that not only meet the demands of modern living but also leave a positive mark on the communities they serve. His developments balance smart design, sustainable practices, and commercial viability proving that profitability and purpose can go hand-in-hand.

Through meticulous attention to detail, strategic planning, and a deep understanding of how construction and design work together, Shane has delivered projects that are both market successes and community assets. At this month’s Property Developer Network Meetup, he’ll take you behind the curtain on his journey sharing the strategies, insights, and hard-won lessons that have shaped his success.

If you want to elevate your developments beyond the ordinary, learn how to build with precision and vision, and walk away with practical takeaways you can apply to your next project, this is one session you can’t afford to miss.
