The Housing Shortage In Victoria… to address this the Victorian Government has set a target to construct 80,000 dwellings per year over the next 10 years. BUT – the most EVER built in a single year was just over 75,000 homes in 2017/18 with only 54,000 built in the 2022/23 year…
With a rapidly increasing population forecast and shortfall in the required housing supply - will we actually get there?
The Victorian Housing Statement released in September 2023 focuses on 70% of new dwellings in metro areas and 30% going into regional areas. This means more density and infill type developments where the infrastructure already exists.
SO… as a small-scale property developer – what does this all mean for you?

1018 sqm, NRZ1, Mooroolbark, Yarra Ranges Council, Victoria
Have you considered utilising super funds held in a SMSF for property development? With a joint venture partner? When it’s your FIRST project together?!?! Gulp!
Sounds like a lot, right? And it is - but that is exactly what Carol and her JV partners, Leo and Kyle did with this 1 into 2 subdivision plus reno, all destined for sale.
They found the project “the old-fashioned way” using online searches and discussions with local real estate agents, however there were some rather “unusual” challenges along the way:
- JV structure with 3 independent SMSFs in a unit trust
- Scheduling of work (night shift worker next door)
- Looong delay by Council in issuing the Subdivision permit!
- Ausnet’s requirements for existing overhead line crossing a corner of our property
- It supplied power to the neighbour - more challenges!!!
- Then more delays for secondary consent application with Council…
- All the while more holding costs incurred!
