Phill Harnett & Josh Skinner - URPS
Phil Harnett is a highly accomplished planner who leads URPS’ Development Team. His experience is wide ranging.  A background in local government with several regional and metropolitan councils in both South Australia and the UK means that he is well-equipped to manage the needs of many of our local government clients. As a consultant, Phil has overseen significant regional projects in the commercial, agri-business and residential sectors.  He has also managed major regional tourism projects such the McLaren Vale Hotel, Esca Inman Valley and the Pizzateca expansion.

Josh Skinner is a key member of the Policy Team, specialising in the delivery of Code Amendments that unlock development opportunities and maximise land potential. He has successfully led the rezoning of infill sites around key activity centres, including Mitcham, Burnside, and Brompton, as well as greenfield land across northern and southern Adelaide. Josh's expertise in planning policy is underpinned by extensive hands-on experience in development assessment and approvals. Throughout his career, he has facilitated approvals for a diverse range of projects, including high-rise apartment developments, peri-urban industrial facilities, and major regional tourism developments. He has also appeared successfully as an expert witness in the Environment, Resources and Development (ERD) Court and has provided specialist planning assessment services to both metropolitan and regional councils. With a deep understanding of planning policy and its practical application, Josh is highly regarded for his ability to navigate complex planning frameworks and deliver strategic outcomes that help realise development potential.
