​​​​​​PDN has been invited to the table to assist Brisbane City Council to assess the merits of the current Draft LMR Planning Reforms underway based on our real world experiences.

As you would be aware, a range of issues contributing to feasibility challenges has slowed down the construction of much-needed homes, and despite strong demand for stock, building work has declined significantly within the LMR zone, from around 1,100 homes annually to just 445 in 2023.

We are currently seeking a small panel of experienced property developers to participate in a face-to-face consultation with Brisbane City Council (BCC) for early engagement and feedback on the Draft LMR zoning reforms currently underway.

This session will focus on assessing of the current proposed draft changes with a view on measuring if your current real world challenges have been addressed, and is being held exclusively with PDN prior to them going out to the community for wider consultation.

To assist in this process we are seeking feedback from ALL developers based in South East Queensland, and particularly Brisbane City Council to initially capture the challenges faced to date in developing of smaller Duplex, Townhouse and Apartment stock.

We are further seeking your assessment on the Draft LMR Planning Reforms, and your thoughts on if they would address the current challenges you face, and if not, what other changes you would like to see them consider.

From these submissions a select group of developers will be invited to participate in a Face-To-Face meeting directly with BCC policy makers to provide your insights on Monday 19th January at the Brisbane City Council offices in the city.

Experience developing duplexes or townhouses within BCC or wider South East Queensland

Available for a face-to-face meeting with BCC on Monday 19th January (Brisbane)

All Submissions will be used as feedback in these sessions even if you don't get a personal invite to the session

 Proposed changes to the LMR zone include:
 
  • Increasing the allowable building height from 2-3 storeys to 3 storeys
 
  • In some well-located sites near frequent public transport or shops, the allowable building height will go up to 4 storeys
 
  • Minimum block sizes will be reduced from 260m2 to 120m2 more than 400 metres walking distance from high-frequency transport or shopping centres, making it easier to build more homes
 
  • Simplifying the development assessment process, so more developments can be assessed quickly and easily
 
  • New design requirements will protect the character of suburbs including minimum setbacks from freestanding houses, maximum building footprints, and space to provide street trees.
 
  • Currently, low-density residential properties can be subdivided into 300 square-metre lots if they’re located within 200 metres walking distance of a shopping centre. This will be expanded to properties within 300 metres walking distance of a shopping centre under the proposed changes. A car parking space could add up to $82,000 to the cost of a unit outside the inner city. To assist affordability, parking requirements are  proposed   to be adjusted across the city.
